The syntactic feature of -ment is not always present; with a few exceptions, the only stressed syllable in the English language does not usually show the -ment suffix: ‘a nail’ and ‘the king of England’, for example, both have a -ment ending, but the first has the simple /-/ (a ‘nail’) and the second the suffix -th (the ‘king of England’). -ment suffixes are not a primary class of verb and their uses are very restricted. The English -ment ending is for a peculiar class of noun, but for no other noun; it does not apply to any other word in the language. The noun and its use are so peculiar as to be English: ‘I can’t help it; it’s English.’ (The King’s English, p. 64.)
